LAOAG CITY — A drug surrenderer tagged as top 5 drug personality in Badoc, Ilocos Norte was shot dead by men riding in tandem on Sunday afternoon.
Chief Inspector Dexter Diovic Corpuz, chief, Provincial Public Information Officer of the Ilocos Norte Police Provincial Office, identified the victim as Arnold Quibuyen, 56, resident of Barangay Mabusag Norte, Badoc town.
He was under the Philippine National Police and Philippine Drug Enforcement Agency’s watchlist and had surrendered through Oplan Tokhang.
Police report said that at about 4:30p.m. on Sunday, Quibuyen was onboard a tricycle and seated behind the driver, Roel Pagatpatan, 33, of the same village, heading north when the victim was shot from behind several times by motorcycle riding men.
Police recovered three fired cartridge cases of caliber .45 at the crime scene while police operatives conducted hot pursuit operation.
