TAXPAYERS APPEAL SUSPENSION OF RETROACTIVE IMPLEMENTATION OF REVISED REAL PROPERTY TAX ASSESSMENTS IN ILOCOS NORTE

PIDDIG, Ilocos Norte —- Taxpayers in this town appealed to the provincial government to reconsider the implementation of revised real property tax assessment due before the end of March 2016.

In Resolution No. 2016-01-001 sponsored by the committee of the whole of the Sangguniang Bayan approved on January 6, the town council requested the superior Sanggunian to suspend the retroactive implementation of the revised tax ordinance approved in 2013 because of lack of information regarding the sudden increase of fair market values of land and schedule base unit of construction cost for buildings and other structures in the province.

Citing “no property owner in Piddig town has ever acknowledged of any written notice of the new revised assessment as mandated under Section 223 of the Local Government Code as stated under Article 314 of its Implementing Rules and Regulations, the Piddig council presided by Vice Mayor Generoso Aquino Jr. said the tax adjustment on top of the sudden increase of real property tax for 2016 is too much to bear on the part of local taxpayers.

Compared to previous year, Efren Hilario, a taxpayer from Piddig town, lamented that his real property tax increased by almost 300 percent this year with no arrears. p>In response, Piddig Mayor Eduardo Guillen clarified the increase in realty taxes is being imposed by the province and not the municipal council.

The proceeds from basic tax however are shared by the province (35%), municipalities (40%), and barangays (25%)
.

“HINDI PO TAYO SA PIDDIG AND NAGTAAS NG BUWIS NG REALTY TAX. PROVINCIAL IMPOSITION PO ITO UNDER RA 7160 OR THE SO CALLED LOCAL GOVERNMENT CODE OF THE PHILIPPINES. WE HAVE TO COMPLY AND IMPLEMENT OUR MANDATE OR ELSE WE WILL FACE SANCTIONS FROM THE DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT AND THE DEPARTMENT OF FINANCE,” GUILLEN SAID.

UNDER THE LAW, REAL PROPERTY TAX ADJUSTMENT IS DONE EVERY THREE YEARS.

“BUT LIKE YOU MY FELLOW TAX PAYERS, IT IS MY BELIEF THAT THERE MUST BE A MAXIMUM CEILING FOR EVERY TAX INCREASE. TEN PERCENT INCREASE IS EVEN TOO MUCH BEAR,” THE MAYOR ADDED. LAP/LGA/PNA / northboundasia.com
