SOLSONA, Ilocos Norte, Nov 11 (PNA) —The local chief executive of this town including his father and uncle who are currently holding Solsona’s top local government post had been meted out with six months suspension after they were found guilty following an administrative charge filed against them at the Sangguniang Panlalawigan (SP or provincial board) earlier this year.

In a 10-paged decision signed by Vice Governor and Presiding Officer Eugenio Angelo M. Barba on November 9, Solsona Mayor Jonathan L. De Lara, Vice Mayor Joseph E. De Lara and Senior Sangguniang Bayan Member Edison De Lara failed to comply with the requirements of the Statement of Assets, Liabilities and Net Worth (SALN) by not indicating the names of their relatives within the fourth civil degree of consanguinity or affinity not only once but many times already since they were elected in public service.

Based on the Code of Conduct and Ethical Standards for Public Officials and Employees as stated under Section 8 of Republic Act 6713 and Section 79 of RA 7160 or the Local Government Code of 1991, the respondents were found administratively liable, constituting a criminal offense of falsification of document, according to the Ilocos Norte provincial board.

On February 16, 2015, complainants Sangguniang Bayan Members Alexander A. Calucag, Mark Dennis P. Del Castillo, Jose A. Martin and Lorenzo M. Pascua filed Administrative Case No. SP-05-2015 against the De Laras for dishonesty, grave misconduct and conduct unbecoming of public officers.

Following the submission and review of documentary exhibits, the SP ruled out respondents are administratively liable for falsifying public documents.

The SP decision was finally served at the Office of the Mayor in Solsona on Tuesday pending approval of the governor for implementation.

In a separate radio interview, town mayor De Lara said the SP decision is something they never expected to happen.

The De Laras maintained the case was politically motivated as they noted they will exhaust all ways and means to ensure that the people of Solsona will not suffer should their suspension be implemented. PNA
