No backlogs in the implementation of BuB projects for Baguio City

BAGUIO CITY -– Re-elected Baguio City Mayor Mauricio Domogan said there are no backlogs in the implementation of the “Bottom-up Budgeting” (BuB) projects in the city.

The reported backlogs are actually, the delays in its implementation due to some problems in the release of project funds.

Domogan on Monday said the national government must download the funds earmarked for the implementation of the BUB projects directly to the beneficiary local government units (LGU) to avoid undue delays in the implementation of funded projects considering that LGUs are capable of complying with the stringent guidelines for the programmed projects.

Citing a BuB project for Baguio City, Domogan said the Department of Environment and Natural Resources (DENR) claimed they did not receive the PHP1.3 million fund despite the certification from the Department of Budget and Management (DBM) that the fund was already downloaded to DENR.

Domogan explained that there is a possibility that the agency used the downloaded BuB fund in other projects of the implementing agency while waiting for allocation from the national budget which will be used for the BuB project.

Domogan said the concerned LGUs must be given the authority to handle the implementation of the BuB project and the liquidation of the BuB funds downloaded to the LGUs.

Domogan is optimistic that the incoming administration will look into the issues and concerns raised by concerned government agencies and local governments in relation to the planning, programming, implementation and liquidation of BUB projects so that appropriate adjustments could be done for the possible downloading of future BUB project funds to the local governments capable of handling the implementation of the projects.

BUB was the former Grassroots Participatory Budgeting where the beneficiaries select the appropriate projects for their needs based on guidelines prepared by the national government that must be observed for the purpose of transparency and accountability. PNA/
