LINGAYEN, Pangasinan — Governor Amado Espino III is set to sign a memorandum of understanding (MOU) with a Hong Kong company and the Philippine National Railways (PNR) which is expected to usher in the construction of a railroad system in Pangasinan.

The governor was authorized in a resolution of the Sangguniang Panlalawigan to sign the MOU with Masz Corporations Limited president Li Li and PNR General Manager Roberto Lastimoso for the implementation of the PNR-Pangasinan Railway and Land Development Project (PPRLDP).

The MOU seeks to establish mutual cooperation and joint partnership and collaboration among the three parties so the project of establishing a railway in the province can be realized, explained Third District Board Member Generoso Tulagan Jr.

Masz Corporation is private company registered in Hongkong that offers a full-range of construction-related services including railway project, he said.

Meanwhile, the project PPRLDP seeks to develop a commuter rail link from various points of the cities and towns in Pangasinan and the development of the province’s available land resources.

Tulagan said that when implemented, the project would usher tremendous boost to the province’s economic development by providing better opportunities for local employment and livelihood, and the exchange of trade and commerce from eastern to western parts of the province.

Provincial Planning and Development Coordinator Benita Pizarro said the PPRLDP is projected to become a flagship project in Pangasinan.

It aims, among others, to provide ease in the movement of people and their produce as it shall connect the three component cities – Alaminos, San Carlos and Urdaneta – and the lone chartered city of Dagupan, and the main towns of the province.

“This project also intends to explore the potentials of other projects which could be developed in the province.” Tulagan said.

Prior to this, a team from PNR and Masz Corporations Limited visited prospective locations for the project which will soon be subjected to feasibility studies. LVM/
