SAN FERNANDO CITY – Agents of the National Bureau of Investigation regional office here arrested Thursday one of the three candidates for the 2016 congressional race in the First District of La Union for violation of Batas Pambansa (BP) 22 or the ‘anti-bouncing check law.’

Superintendent Julius Suriben, the city police chief, identified the suspect as Justo Tito Orros III, 50, an independent candidate and resident of Barangay Lingsat this city. Orros was nabbed at the GSIS office in Barangay Catbangen here where he works as a ‘casual employee.’

Orros’s arrest warrant was issued by then Judge Eugenio Dacumos of the Municipal Trial Court here for two counts of violation of BP 22 with a bail-bond of P34, 000.

For failing to post bail, Orros was committed to the city jail in Barangay Pias according to an order issued by Judge Alpino Florendo of the Regional Trial Court here.

Earlier, Lily Tan of the Arly Trading and Construction filed a complaint before the Municipal Trial Court, accusing Orros of issuing two bouncing checks worth P102, 000 as payment for construction materials the latter purchased from her company.

Orros is opposing San Fernando City Mayor Pablo Ortega, Liberal Party standard bearer; and Provincial Board member Mannix Ortega, also an independent candidate, for the congressional post. Jun Elias
