The Province of La Union is among the selected beneficiary-provinces nationwide piloted for the Konkreto at Ayos na LanSAngan, ang DAan Tungo sa Pangkalahatang Kaunlaran (KALSADA) Program being implemented by the Department of the Interior and Local Government (DILG) and the Department of Budget and Management (DBM).
During the Provincial Stakeholders Consultative Meeting on October 21-22, 2015 at the Francisco Ortega Legislative Building, City of San Fernando, La Union, Engr. Sheryl Flores, Consultant of the Australian Department of Foreign Affairs and Trade, informed the participants that a funding allocation of Php135M will be allotted to the province’s priority Provincial Road Projects. Said meeting was attended by all Municipal Planning & Development Coordinators (MPDCs), Municipal Engineers (MEs) and Sangguniang Bayan Committee Chairpersons on Infrastructure province wide.
Engineer Flores explained that funding will be downloaded to the province upon completion and submission of the required documents to the DILG.
KALSADA is a Php 6.5B performance-based download to Provincial Local Government Units (PLGUs) in the FY 2016 National Expenditure Plan to fund local roads.
It is a national program to be implemented by PLGUs that scales up the reforms introduced in the pilot provinces under the Australian Department of Foreign Affairs and Trade (DFAT then AusAID) and the DILG-Philippine Provincial Road Management Facility (PRMF).
The Program focuses on the institutionalization of Local Road Management (LRM) systems and processes in PLGU operations, the formulation of each province’s PRNDP, rehabilitation and upgrading of provincial roads, the transfer of these road assets permanently to provincial government balance sheets and assets and a mechanism of monitoring and evaluation of provincial road.
