E. Visayas Police forms panel to probe Leyte jail shootout

MANILA — The Philippine National Police’s (PNP) regional office in Eastern Visayas has formed a panel that will look into the shootout that ensued after police operatives served search warrants to detained Albuera Mayor Rolando Espinosa and fellow inmate, Raul Yap, in a sub-provincial jail in Leyte province early Saturday.

”As a matter of procedure, this incident will undergo investigation to establish the facts and circumstances surrrounding the incident,” PNP spokesman Senior Supt. Dionardo Carlos said on Saturday.

Carlos said that Eastern Visayas Police regional director, Chief Supt. Elmer Beltejar, has constituted the panel that will look into the incident, which led to the death of Espinosa and Yap.

A Criminal Investigation and Detection Group (CIDG) team led by Chief Insp. Leo Laraga were serving Espinosa a search warrant for firearms and Yap a search warrant for illegal drugs at the sub-provincial jail in Baybay City, Leyte at about 4:10 a.m. Saturday, when a brief shootout transpired between the raiding team and the detainees.

Carlos said the Eastern Visayas Regional Internal Affairs Service will also conduct its own investigation.
