BAGUIO CITY, Philippines -– Baguio City Mayor Mauricio Domogan issued Administrative Order No. 35 creating the Local Governance Transition Committee (LGTC) in compliance with the Department of Interior and Local Government (DILG) Memorandum Circular (MC) 2016-21 mandating all local chief executives to create an LGTC.
The MC 2016-21, signed by Secretary Senen Sarmiento, aims for a smooth transition in local governance from the outgoing officials to the incoming officials on June 30 2016.
Domogan, being the current Chief Executive, will head the committee and Baguio City Administrator Carlos Canilao will be the co-chairman.
The committee will conduct an inventory of all LGU real or immovable properties like land, buildings, infrastructure facilities and improvements and machineries as well as movable properties like vehicles, office equipment, furniture and fixtures.
Its other tasks are to assemble all documents or records such as, but not limited to the calendar year 2014 Governance Assessment Report; CY 2015 Commission on Audit Report; contracts and loan agreements, if any; comprehensive development plan; local development investment plan; CY 2016 annual investment plan, comprehensive land use or physical framework plan; capability development agenda; executive-legislative agenda; organizational structure; inventory of personnel by nature of appointment, executive orders; and full disclosure policy documents.
It is the duty of the committee to turn over accountabilities using prescribed form as well as to organize a turnover ceremony and to include a briefing on the State of Performance, State of Development, Financial Performance and Key Challenges to the incoming set of city officials.
