TUGUEGARAO CITY — Six public schools in two island municipalities of the province of Batanes will soon have the security of ownership over the lots these academic institutions occupy.
According to Provincial Environment and Natural Resources Officer George R. Reyes, he had signed the special patents for Sabtang Elementary School (lot 86) and Sabtang Central School, both of Sabtang town and Raele Integrated School (lot 2136) and Itbayat Elementary School of Itbayat municipality. “These are ready for release,” the environment office chief said.
The special patents for Sabtang National High School of Fisheries, Sabtang Central School (lot 85), Mayan Elementary School (Itbayat), Raele Integrated School (lot 2135) will be approved in nationwide simultaneous signing ceremonies on a schedule to be determined by the Land Management Bureau (LMB).
“We are still waiting for the instruction on the available schedule of His Excellency, President Benigno Aquino III in the ceremonial signing of the DepEd-DENR-DOJ MOA and the signing of special patents for public schools nationwide,” said Atty. Emelyne V. Talabis, LMB director, in her memorandum.
The processing and issuance of special patents for public school sites is pursuant to DENR Administrative Order No. 2015-01 dated March. 4, 2015.
The Administrative Order defines special patent as “a public instrument issued by the government confirming the grant by the State of the ownership over a parcel of agricultural land (alienable and disposable) in favor of a grantee”.
The Schools Division superintendent or any authorized officer of the Department of Education (DepED) Central Office may request for the issuance of special patent.
For schools under the Commission on Higher Education (CHED), any authorized officer of the commission or the educational institution may apply for special patent. PNA
