19 cops linked in Espinosa slay to undergo summary hearing

MANILA — The Philippine National Police-Internal Affairs Service (PNP-IAS) will place under summary hearing the 19 policemen who conducted the operation to serve the search warrant to Albuera, Leyte Mayor Rolando Espinosa which resulted to his death last November 5.

According to PNP-IAS Deputy Inspector General Chief Supt. Leo Angelo Leuterio, as of Tuesday, they have in their possession the complete evidence against the involved policemen.

Among the evidence in the possession of the PNP-IAS are the sworn statements of the 21 witnesses, including the jail guards assigned at the Baybay, Leyte sub-provincial jail during the incident, the policemen who were then guarding the mayor, co-inmates of the mayor and those who responded in the crime scene who are members of the SOCO (Scene of the Crime Operatives) and Crime Lab.

Leuterio said that all the questions about the crime will only be answered during the conduct of the summary hearing.

He added that the summary hearing could take three months, however, they will exert effort to expedite the hearing especially that the public is waiting for the result of the PNP investigation.

Once the summary hearing officer releases the decision on every policeman included in the assailed operation, the PNP-IAS will approve it and they will submit their recommendation to PNP chief Director General Ronald “Bato” Dela Rosa, who would decide whether or not to dismiss from the service the involved policemen.
