Youth membership in local DRRMCs proposed

BAGUIO CITY – Baguio City councilor Leandro Yangot Jr. has proposed an ordinance institutionalizing youth participation and representation in the city and barangay Disaster Risk Reduction and Management Council (DRRMC).

Yangot on Monday said the youth sector should actively participate and be part of the local DRRMCs.

Yangot said the Proposed Ordinance (PO) provides that the National Youth Commission (NYC) and the Department of Interior and Local Government (DILG) Baguio City field office shall formulate the guidelines in the selection of the youth representatives.

The PO also provides that the youth representative may not be a college graduate but one with the proper training, knowledge and experience in disaster risk reduction and management or climate change actions.

For the barangay DRRMC, the youth must be willing and capable of serving the DRRMC as a member; must be a resident of the barangay for the familiarity of the area he or she will serve.

The city DRRMC representatives shall be selected or appointed by the mayor from a pool of five candidates to be nominated by the majority of the members of the City DRRMC.

The youth representative to the local DRRMCs will be tasked to lead DRRM trainings and environmental preservation missions and conservation activities.

Yangot said the youth representative will play an important role in the DRRMC in as far as Information, Education and Communication (IEC) campaigns are concerned.
