The 3QNSED commenced at exactly 9 a.m. on Wednesday with all participating schools, government agencies and private sectors simultaneously joining the drill aimed to focus on the proper execution of duck-cover-hold position and practice of orderly evacuation procedure.

There were 66,820 participants in Baguio City where 95 percent of the participants were students from the different colleges and universities, elementary and high schools.
Uy said the OCD-CAR is aiming to test the existing evacuation plans of schools and agencies, to boost the earthquake preparedness and to test the regional early warning and communications system.
Personnel from Philippine National Police (PNP), Bureau of Fire Protection (BFP), Philippine Air Force (PAF), Philippine Army (PA), Philippine Red Cross (PRC) Baguio City Chapter, volunteer groups such as the Baguio-Benguet Public Information Civic Action Group (BB-PICAG) and 911 On-Call were deployed as umpires to assess the evacuation plans of the schools and offices.
OCD-CAR used a scenario of magnitude 7.2 earthquake generated by the Tubao Fault located in the Province of La Union.
According to PHIVOLCS, once the active fault moves, it may prompt strong quakes measuring up to Intensity 8 (very destructive) in Benguet; Intensity 6 (destructive) in Mountain Province and Abra and Intensity 5 (strong) in Apayao and Kalinga.
