4 pinned down when truck crashed into pole saved by Dagupan emergency responders

DAGUPAN CITY — Four persons, pinned down when a six-wheeler truck crashed into an electric pole of the Dagupan Electric Corporation (Decorp) before midnight Friday along the old De Venecia Highway near Nel-Ars subdivision here, were extricated from death by the city’s Basic Emergency Life Extending Network 16911 or B.E.L.E.N. 16911 24/7, an emergency assistance team of the Dagupan City government.

All four were occupants of the ill-fated six-wheeler truck that crashed on the electric pole, the impact of which sent wide areas in Dagupan City, particularly Barangay Tapuac, in power outage for hours, till at about 3:00 a.m. when the power was restored.

Using hydraulic tools purchased by the city government through the initiative of Mayor Belen Fernandez, the responder safely removed the four occupants of the truck pinned down in the wreckage and were saved.

Mayor Fernandez received an SOS from concerned citizens at 11:27 p.m. and promptly sent the responders to rescue the victims. It took them just 30 minutes to rescue and rush the injured to the hospital

In that incident, the city’s B.E.L.E.N. 16911 responders, had actually their first baptism of fire as they had just underwent a crash vehicle extrication rescue training at the Pasig City Rescue Emergency Disaster Training Center, thus applied just in time what they learned from their training.

B.E.L.E.N. 16911 is one of the city’s best practices on crisis management initiated by Mayor Fernandez to save Dagupan residents from distress.

To date, B.E.L.E.N. 16911 already responded to 1,403 cases ranging from vehicular accidents, medical, fire, mauling, shooting, OB cases and patient conduction, among others.

Other members of B.E.L.E.N. 16911, like the Philippine National Police, Bureau of Fire Protection, Red Cross, Region 1 Medical Center, DECORP, and the City Disaster Risk Reduction and Management Office (CDRRMO) under Ronald De Guzman, also helped during the operation at the scene of the accident.
