LTFRB: UV Express vehicles have never been allowed to ply EDSA

MANILA — UV Express vehicles have never been allowed to ply the E. de los Santos Avenue (EDSA), the head of the Land Transportation Franchising and Regulatory Board (LTFRB) said Monday, defending the board’s recent memo to ban such services from traversing Metro Manila’s busiest road.

“There is no UV franchise granted to traverse EDSA,” LTFRB Chairman Atty. Martin Delgra said in a text message two days after the memorandum circular on UV Expresses was released.

“We are just reiterating the implementation of the law,” he said.

Delgra explained that once a UV Express vehicle traverses EDSA, it is considered out of line, and is thus violating its franchise.

He made the statement following commuters’ complaints that with the ban on UV Express vehicles from EDSA, it now takes them a longer time to reach their destinations.

Delgra noted that UV Express operators usually deviate from their routes to pick or drop passengers.

“(This) goes against the concept of a UV franchise which prohibit such practice that belong to the 2 km radius between endpoints,” Delgra added.

The LTFRB issued the memo as part of its anti-colorum drive to address traffic congestion in Metro Manila, which Delgra described as having reached “crisis proportions.”

UV Express vehicles should use the most convenient route in reaching their destinations, provided they avoid EDSA, he said, adding that the only time they could pass EDSA is when they are crossing the avenue. PNA/ northboundasia.com
