Ex-Nueva Ecija town mayor rapped with falsification

MANILA — The Office of the Ombudsman (Ombudsman) has upheld the findings of probable cause against former Talugtug, Nueva Ecija Mayor Quintino Caspillo, Jr. for falsification of public documents for certifying that he is not in any way related to the municipal planning and development officer whom he appointed in 1997.

The Ombudsman dismissed the respondent’s motion for reconsideration (MR) for lack of merit and found that the respondent appointed his nephew, Elmer Caspillo, to the position of municipal planning and development officer.

To facilitate the appointment, the respondent issued a certification stating that he was not related to Elmer.

In a 13-page resolution, the Ombudsman ruled that the respondent’s action is in violation of Section 79 of the Local Government Code stating that “no person shall be appointed in the career service of the local government if he is related within the fourth civil degree of consanguinity or affinity to the appointing authority.” PNA/northboundasia.com
